The deliberation "is this room okay?" — there is no okay, only the frequency it runs on. Read it.

Before any room you walk into, name the frequency. If you don't know it yet, the room is the diagnostic.
The frequency of a room caps your transmission while you are in it.
The deliberation "why can't I get traction here?" — you cannot transmit higher than the dominant frequency while engaged. The ceiling is the room, not you.
