Phase 3 is integration of every prior phase into one operating doctrine. Doctrine cannot integrate what hasn't been built. If Phase 1 or Phase 2 is incomplete, integration produces a partial architecture — load-bearing in some domains, hollow in others. The capstone Sovereign Integration Document is your Inner Circle application; it must reflect a complete architecture, not a partial one.
